The administration of government cadres education within the Ministry of Home Affairs is formed through a long history of the travel process. In the Dutch East Indies government, the empowerment of the Dutch Indies government was distinguished by the direct government led by indigenous or indigenous groups, Binnenlands Bestuur Corps (BBC) and an indirect government led by race or class of Islands Bestuur Corps (IBC).

In the early days of Indonesia's independence, in line with the regulation of the governing system mandated by the 1945 Constitution, the need for civil servant cadres to implement governmental and administrative tasks both at the central and regional levels increased in line with the demands of the development of its administration. In order to meet the needs of the cadre of civilian cadre, in 1948 the establishment of an educational institution within the Ministry of the Interior was the Secondary High School (SMT) Pangreh Praja which was later renamed Senior Administrative Officer High School (MPAA) in Jakarta and Makassar.

In 1952, the Ministry of Home Affairs organized a C-Way (KDC) Course in Malang City, with the aim of improving the skills of DD's ready-made employees in carrying out their duties. In line with that, in 1954 the KDC was also held in Aceh, Bandung, Bukittinggi, Pontianak, Makasar, Palangkaraya and Mataram. In line with the increasingly complex, widespread and dynamic administration of government, apparatus education within the Ministry of Home Affairs at the level of the course is considered inadequate. Departing from that fact, encouraged the government to establish the Internal Government Academy (APDN) on March 17, 1956, in Malang, East Java. APDN in Malang is a National APDN based on SK Mendagri No. Pend.1 / 20/56 dated September 24, 1956, inaugurated by President Soekarno in Malang, with the first Director of Mr. Raspio Woerjodiningrat. First National APDN students are selectively recruited KDC graduates by considering the representation of the province as the civil servant government graduated with a Bachelor's Degree (BA).

In further developments, APDN graduates still need to be upgraded within the framework of ensuring the establishment of government cadres of "leadership and administration of qualified managers", especially in the implementation of tasks related to public governance. This requirement encouraged the government to organize apparatus education within the Ministry of Internal Affairs at the same level of Bachelor, then the Institute of Governmental Sciences (IIP) was established in Malang City of East Java based on the Decree of the Minister of Home Affairs and the Minister of Education and Culture No. 8 the Year 1967, further confirmed by Presidential Decree Number 119 the Year 1967. The inauguration of the establishment of IIP in Malang with the inauguration by President Soekarno on May 25, 1967.

In 1972 the Institute of Governmental Sciences (IIP) based in Malang East Java moved to Jakarta through the Minister of Home Affairs Decree No. 94 of 1972. On March 9, 1972, the IIP campus in Jakarta was officially opened by President Soeharto: "By the inauguration of the Institute of Government Science campus, hopefully, will become a crater of domestic candradim to galvanize the government cadres are tough for the Unitary State of the Republic of Indonesia "

Along with the formation of IIP which is an increase of the National APDN in Malang, then for the implementation of cadre education at the academy level, the Ministry of Home Affairs gradually until the decade of the 1970s APDN in 20 Provinces other than those based in Malang, also in Banda Aceh, Medan , Bukittinggi, Pekanbaru, Jambi, Palembang, Lampung, Bandung, Semarang, Pontianak, Palangkaraya, Banjarmasin, Samarinda, Mataram, Kupang, Makassar, Manado, Ambon and Jayapura.

In 1988, with consideration to ensure the establishment of national insight and education quality control of the Minister of Home Affairs Rudini on Decision No. 38 of 1988 on the Establishment of the National Academy of State Administration. The second national APDN with D III program is located in Jatinangor, Sumedang, West Java which was inaugurated by the Minister of Home Affairs on August 18, 1990. The National APDN is upgraded based on Presidential Decree no. 42 the year 1992 about Sekolah Tinggi Pemerintahan Dalam Negeri, the status of APDN become STPN with study program D III which was inaugurated by President RI on August 18, 1992. Since 1995, bertititk rejected from desire and requirement to further encourage career development with increasing of the echelon of office in the personnel system of the Republic of Indonesia, the program of study becomes program DIV. The existence of STPDN with professional education (program D IV) and IIP which organizes academic education program (Strata I), make the Ministry of Internal Affairs has two (2) Education Pinggi of Department with the same graduation with class III / a.

National policies on higher education since 1999, among others, can not be owned by two or more universities on the same scientific agenda, thus encouraging the Ministry of Home Affairs to integrate STPDN into IIP. Efforts to integrate STPDN to IIP intensively and programmed since 2003 in line with the issuance of Law no. 20 of 2003 on National Education System. Integration is realized by the enactment of Presidential Decree Number 87 the Year 2004 on Merger of STPDN into IIP and at the same time change the name of IIP become Institute of Governmental Science (IPDN). The purpose of incorporating the STPDN into the IIP is in addition to meeting national education policy as well as to improve the effectiveness of the education of cadre of civil servants within the Ministry of Home Affairs. Then Presidential Decree no. 87 of 2004 was followed up by Decree of the Minister of Home Affairs. 892.22-421 of 2005 on the Implementation of the Merger and Operations of the Institute of Domestic Government, accompanied by the Minister of Home Affairs Regulation no. 29 The year 2005 on the Organization and Administration of IPDN and Regulation of the Minister of Home Affairs 43 the Year 2005 on the Statute of IPDN and other implementing regulations.

In accordance with Presidential Regulation No. 1/2009 on the Amendment of Presidential Decree No. 87/2004 on the Merger of the State Administration's State Administration High School into IPDN, the Regulation of the Minister of Home Affairs Number 36 Year 2009 on the Statutes of the Institute of Domestic Government and the Regulation of the Minister of Home Affairs Number 39 of 2009 on the Organization and Administration of the Institute of Domestic Government. IPDN is one component within the Ministry of Home Affairs that carries out its duties to manage higher education kepamongprajaan. In line with the duties and functions of the higher education of whiteness and elective strategic opportunities that will take place in the next five years, the 2010-2014 IPDN strategic plan is prepared by taking into account the programs and activities undertaken by the development agenda in the last five years (2005 ¬2009), and the internal and external dynamics of IPDN coverage.

In order to implement the revamping policy, the Minister of Home Affairs has issued a Yaku policy decision: 1. Instruction of the Minister of Home Affairs Number 1 the Year 2007 concerning the Upgrade of IPDN; 2. Decree of the Minister of Home Affairs Number: 890.05-506 Year 2007 on the Establishment of Education Governor Cadre Team;

In the next step, Presidential Decree Number 1 Year 2009 on the Amendment of Presidential Decree Number 87 Year 2004 regarding Merging High School of State Administration Institut Ilmu Pemerintahan becomes IPDN mandate the arrangement of high education system kepamongprajaan scope of education, education pattern, curriculum, organization of education provider, educational staff and learners and financing. Higher education kepamongprajaan besides held in IPDN Campus Jatinangor Center, and Campus IPDN in Cilandak Jakarta, jug held in Kampus IPDN Region which is a study program which is inseparable unity.

To fulfill the requirements of becoming an Institut, IPDN has been established 2 (two) Faculty of Governmental Science Faculty consisting of 2 (two) departments; Governance and Department of Community Empowerment; Faculty of Government Management consisting of 4 (four) departments namely Department of Management Resources Apparatus, Department of Regional Development, Department of Regional Accounting, and Department of Population and Civil Registry.

Campus IPDN in the area based on the Regulation of the Minister of Home Affairs Number 39 Year 2009 concerning Organization and Work Procedure IPDN set: Campus IPDN Manado, Campus IPDN campus Makassar, Campus IPDN Pekanbaru, and campus IPDN Bukittinggi, which in turn is based on the Decree of the Minister of Home Affairs No. 892.1 in 2009 ¬829 set IPDN campus construction site in the area, namely: in Minahasa regency of North Sulawesi province, in Gowa district, South Sulawesi Province, in Rokan Hilir Riau Province, and in Agam District of West Sumatra province, as well as the development is currently being prepared Campus IPDN in Pontianak in West Kalimantan Province, IPDN Campus in Mataram in West Nusa Tenggara Province and IPDN Campus in Jayapura, Papua Province.

IPDN campus in the area since 2009 has been carrying out educational operations with a capacity of 100 Praja Praja each campus with the establishment of the Department / Program: first, IPDN campus in the district. Agam held Regional Financial Studies Program, IPDN Campus in Kab. Rokan Hilir organizes a program of regional development, IPDN Campus in Kab. Gowa conducts Community Empowerment Study Program, while the campus of IPDN in Minahasa is planned to organize the Population and Civil Registry Study Program.

Starting in 2010 Kepamongprajaan Education policy is concentrated on the Diploma Program IV (D-IV) in se¬mester I, II, 111, IV, V and VI after entering the sixth semester I and VIII conducted majors and transfer to Tier One Program (S-1 ). On-Campus IPDN in Cilandak Jakarta organized Strata Two Graduate Program (S-2) and Tier Three (S-3), kepamongprajaan professional programs and research activities and community service.
