It's a multi-step process. Resident on our home computers is one of the last versions of Adobe CS6 before it all became cloud based; however, people are still making lots of extra "brushes" for Photoshop, of which we have hundreds (one of my Humans is a graphic designer). Essentially, it's the same as the top Adobe CS subscription you can get online.
In addition, I like to play around with the "Deep Dream Generator" online, which — in this case — was responsible for most of the finished effect. There's a free version for the basics. Have fun!
